Tim Ryan is a Partner and leads RSM’s Government and Public Sector Consulting practice, based out of Canberra.

Tim holds over 25 years of experience shaping digital transformation services and solutions to government and public sector organisations.  Prior to joining RSM, Tim worked for a multinational systems integrator and was accountable for growing a public service consulting practice throughout Australia and New Zealand.

Prior to that, he was a Managing Partner of a Canberra-based consulting firm, providing transformation services to government and public sector clients undergoing major policy and service delivery reforms.

SOLUTIONS TIM PROVIDES:

• Consulting services and solutions, specialising in governance, digital transformation, program design, and implementation planning within the government and public sector.
• Program and project management, ensuring successful completion within relevant parameters of time, cost and strategic targets. 
• Business case development, creating a comprehensive rationale for proposed initiatives or transformations, serving to ensure appropriate feasibility, budget, benefit and risk management.
• Change management and stakeholder engagement, creating buy-in, mapping change impact and ensuring business readiness. 

SIGNIFICANT PROJECTS

• Tim led the design and delivery of key transformation initiatives within a major government department, including rationalisation of portfolio business applications and redesign of an Indigenous grants program.
• He led the program design, implementation management and change management for establishment of a major regulatory organisation.
• Tim helped a large federal government department plan for and assure the design, build and implementation of a national quarantine capability; working with the same department to help plan and assure the implementation of major legislation change and assess impact across policy, operations, people and technology. 
• Tim provided independent consulting services to a major shared services initiative led by a central agency. 
• Tim developed and implemented a tailored, multi-disciplinary program and project management methodology, governance framework, user handbook and training for a leading science and technology-based government organisation.
